Player as immigration inspector is to control the flow of people.
Player should be attentive to the details, coherent – make sure everyone passing through the border has their papers in order (check if coincides names, numbers, etc.), be aware for daily news, changing set of immigration laws, work as fast and effective to get money for the family which members can get ill, cold or hungry if player particularly distributes budget because of lack money.
Among the immigrants and visitors looking for work are hidden smugglers, spies, and terrorists.

As an English, I could imagine using this game as part of a bigger workshop or project on immigration. Papers, Please forces us to look at decisions concerning immigration policy from up close. Instead of layers of abstraction the game positions immigration on a personal, emotional, ambiguous, and moral level. In my opinion, this is an important perspective to engage with too concerning this topic matter. Additionally, as the description states, the game can also be used to practice one's reading skills in English to some extent.
